In Western journalism, it's often used as a negative when it's "over there" but rarely used over here, like that.
When was the last time you heard the U.S. say anything good about Cuba in U.S. news despite all of the medical advances that come from the island?
It's like that with Venezuela, Iran, etc. They can't say anything good because it may humanize the so-called "enemy" too much and they then can convince us to go to war or oppress.
That's the old strategy anyway. People seem to be waking up to it these days.
